Yes you can use in your morning routine, just make sure to use sunscreen over it. I haven’t tried it yet so I don’t know which one is best but Benton makes one and I am generally quite impressed with the quality of their products and Inkey List makes one that is very affordable.

Actually, it could. It's just that, I personally don't really recommend it, because as far as I know it is photo-sensitive. So it's better to just use at night. If you really need to use it in the morning, don't forget to always use the sunscreen according to the dose, and reapply every 2 hours

The Glow Recipe Pore Tight Toner is my favorite toner! I use it both day and night. The only thing you would need to worry about is that it is extremely important to wear SPF of at least 30 when using an exfoliant. You should also make sure to reapply the SPF every two hours (or whatever the bottle says)
