I would add more hydration and review the diet. Although in some cases it's simply hereditary and nothing much can be done.
However depending on when you're using the products, you might also be overdoing it with acids etc which would dry out your skin and lead to sebum overproduction. I'd go with niacinamide daily but exfoliating products only every other day.

My skin used to be very oily too, I had to wash my face several times a day. But what helped me more than oil-controlling products were hydrating products, lightweight moisturiser and a good non-drying, pH-balanced cleanser.
I use more than one hydrating product in my routine (3-4, actually 😅).
