If you reapply your sunscreen throughout the day I would pick a cleansing oil, since micellar water would not be as effective at dissolving all the product.

Micelles form in aqueous phase because they have an oil-soluble side (inside the micelle) and a water-soluble side (outside the micelle, in contact with water), so there are no such thing as a micellar oil.

Cleansing oil is better. Specially for removing sunscreen. It dissolves the sunscreen
