I have the same tendency, what I like to do during winter is to be extra generous with the layers. hydrating toner + essence + ampoule + serum. another thing that really works for me is using LaRoche posay Cicaplast balm as a sleeping mask at least two times per week. and i also stop using clay masks and focus more on moisturizing ones.

Try to use an emulsion before your moisturizer. It’s water based so it will provide extra hydration, and because skin is slightly damp, it becomes a good base for thicker moisturizers.

it's actually not me, but my roommate suffer from extra ultra dry skin. i always see eucerin cream and baby oil on her shelf, and she could not live without them. i'd actually think you should try incorporate facial oils into your routine - cuz those are the thickest and works best in locking all that moisture and hydration to evaporate
