Typically, propolis can be used with any ingredient. I've tried two propolis serums (not COSRX one) and never had a problem even after using an exfoliator.
But neither of these two products is fungal acne safe, so if you have fungal acne, you should look for products tagged as safe or use them separately if you had no bad reaction.
