Your doing it correctly. Make sure you read the instructions in the packet. Some cleansing oils dont require emulsification (with water) some do.
Otherwise a cleansing Balm might work better for you

oh I saw you have oily skin .
I see you use cleansing oil maybe in night routine to remove sunscreen and all other things , use cleansing oil just like that and wash off with luck warm water - for oily skin its great of you do double cleansing .
after ckeansing oil use foamy cleanser to complete your double cleansing game ❤

Cleansing oils should be dissolvable by water, so it's good that you use it on dry hands and face. I like to massage it for a minute instead of only waiting. 🙂 Then, you can either slowly add water, so it becomes emulsified and continue massaging or wash it off right away. A good oil cleanser should be easy to wash off because it dissolves.
I would then use a second cleanse (regardless of skin type).

After using the cleansing oil and rubbing over my face, I usually wet my hands and go over the oil… this would create a milky texture all over and use more water to wash it all off.
