I loved the Soo Good toner pads! they soft and hydrating. I like to use them as minute masks as well.
The pads by Needly are also pretty nice and soft. they're more the balancing type but not drying at all.

The im from pear is pretty soft or if you have a MUJI store in your area. They sell unbleached cotton pads, its the softest cotton pads I have ever used.
