Oily/Sensitive
If it doesn't look/smell/feel off, it is still safe to use, but keep in mind that the ingredients might not be effective anymore.

Dry/Resilient
I still use my expired skincare. I haven't had any issues. The expired date is a best before date as they really can't tell when it's going to go off (and hugely dependent on the way its stored). My motto - if it looks dine, smells fine and feels fine, I use it.
You may want to be cautious if you have sensitive skin though. But if you're uncomfortable using it on your face, you could use it on your body or feet since the skin is thicker. Just make sure you do a patch test first.
