I treat tone up creams as base makeup, so I'll apply after sunscreen ☺

sunscreen then tone up cream, you can actually purchase a tone up sunscreen in the future to merge those two steps together

I'd apply sunscreen first, and tone-up cream second. But wait until the sunscreen is fully absorbed.

I treat my tone up cream like makeup and not moisturizer, so it goes after my sunscreen. Like I get it, tone up cream takes a while to settle and dry on skin and you need just enough for that tone up effect. Tone up sunscreen exist but to apply it like a sunscreen is a trial and error since some will not dry down and tone your skin but lightens it two- three shades. If you plan to use sunscreen last, let your tone up cream dry down first before using your sunscreen. If you plan to use tone up cream last, dab don’t rub it on the skin.
