Yes, typically brands will sell the cushion by itself or as a set package. Sometimes the set will come with refills, extra puffs, etc.
It's harder to find this when shopping online through 3rd party retailers, but sites like Olive Young will typically have these sets. You can also just buy the refills by themselves.

Some people might be grossed out but I have to ask: would it be possible... to remake a cushion with existing foundation? I saw a couple where it looked like the cushion is a cushy sponge 🧽 just filled with foundation. Is it possible to reuse the cushion after the foudation runs out by washing it throughly, drying it properly and adding some of the existing foundation I have into it?

They sure do. The cushions I have comes with refillable, its cheaper instead of buying the whole set
