Oil cleansers are suitable, but there are few things why there might be a problem
1. Ingredients - although the lists of pore-clogging ingredients are super fake - these ingredients were tested on bunnies or even to be more specific - bunny's ears, their ears are more sensitive than human skin so the whole clogging ranking is not really worth it
2. The structure of ingreidnets - when choosing oils for acne-prone or oily skin - no matter if it comes to cleansing or facial oils, it's good to check the amount of fatty acids in the oil. Oily skin prefer oils rich in linoleic acid like castor oil, sesame oil, hemp seed oil, jojoba oil, rose hip oil, safflower oil, sunflower oil, grapeseed oil, soybean oil. Jojoba oil is similar to sebum, I believe olive oil is good too. Oils I don't recommend: coconut oil and wheat oil.
3. Additional ingredients - some additional ingredients in oil cleanser might be a problem
4. Is oil emulsifying or not? Non-emulsifying oil cleansers are harder to remove
5. Cleansing foam or gel. Do you use any cleansing foam or gel after oil cleanser? It's good to have one, since we want to remove oily residue from the skin, but with acne-prone skin the problem with cleansers is in pH. It's the best to use cleansing foam or gel with pH around 5.5 (it's only related to water-based cleansers, not oil based).

Yes, essential oils and scent ingredients can sensitize the skin, but I wouldn't expect them to be a cause of acne :)

I love Tata Harper's Nourishing Oil cleanser and also Anua's oil cleanser. I have oily, acne prone skin, but these do not cause any issues!
