I find it no problem but depends on your skin. Since the niacinamide is quite strong it might irritate after exfoliating. I kinda did the same for me and i feel a little bit tingling so i only use niacinamide on days i dont exfoliate

Yes it can. There's no rules for combining actives. It depending how much the precentage of the actives and how can your skin tolerance. From the product have you mentioned, i think its would be good result on you. The bha toner has low % of SA inside so its mild for beginner.

The BHA in that toner is pretty mild, so it should be okay unless you’re particularly reactive to high percentage niacinamide. Patch test if you want to be sure!
