Fragrances or climate can attribute to chest acne. This includes fragrance/ingredients in laundry detergent, perfumes, scented lotions and laundry fragrance sheets. It can also be caused by overproduction of sebum (tight clothes), changes in hormones.
Could also be keratosis pilaris if they look like ingrown hairs.
If it's chest acne you can use a salicylic acid cleanser/wash on your chest, substitute this with your regular body wash (only use it on places where you have the acne)
If it's keratosis pilaris you can use an AHA exfoliant (amlactin and alpha skin care have good ones)

I used to get chest acne in summer if I was sweating a lot and niacinamide just cleared it instantly :) if it hurts though maybe see a doctor in case it's something else :(
