pH levels or thinnest to thickest rule

Which one do you prefer? Sometimes exfoliating serums contain lower pH than a hydrating toner, but the hydrating toner is less viscous... thats one example. It's confusing for me tbh 😣 Bc many sources said that in order for ingredients to function to the optimum levels pH levels should be considered..

It depends on the products, I suppose. πŸ™‚ For example, vitamin C absorbs better in a lower pH environment, so it's better to use an exfoliator first. But if the exfoliating ingredient is in moisturizer or a thick serum, it's better to apply the vitamin C first.
