Products for dry and dehydrated skin?

I live in a very dry and cold climate where the temperature can drop to -20C and below in the winter. My skin has really been suffering from this weather plus the heat running all night. My current routine doesn’t feel so helpful for my dry and dehydrated skin and would love some recommendations! Below are the products I use currently:

have you tried the dear klairs unscented supple preparation toner? if so how does it compare to the daily skin hydrating water? :)

Apply this toner on damp skin and then moisturizer and then vaseline or aquaphor to seal it in

Hmmmm I definitely heard that the Isntree green tea toner is amazing but not super hydrating. Have you considered this one from CosRX? Way more dry skin friendly. Also maybe consider multiple layers of the hydrating toner; perhaps incorporating an essence (hydrating and the fermented ingredients get way down into skin) and maybe incorporate a facial oil to help lock in all that moisture even better. It's like a moisture shield! Some recommendations attached.

I personally use this on my dryest areas at night and I feel like it helps! it’s super heavy and takes forever to absorb so that’s why I only use it at night
