These two toners are very different. Cosrx aha/bha is an exfoliating toner while Neogen is a hydrating toner. There are tons of reviews from both, you can simply read them and decide which fit you better.

The neogen one contains AHA, BHA, PHA, LHA (it says so on the packaging). So they both contain a low percentage of exfoliating ingredients 😉

I think you need to ask yourself what you want from a toner, because these do very different things. Do you want a hydrating or exfoliating toner?

If you can get them both, and use the neogen one daily and the cosrx one twice a week

it depends on your needs. The first one is for exfoliating and the second for hydrating.
