For PIH and PIE, niacinamide and azelaic acid are good ones which can try to tackle both.
Exfoilaition which things like mandelic/lactic acid can help PIH, along with retinoids and ascorbic acid. I also think the use of soothing, redness reducing and anti-inflammatory ingredients can help PIE, such as centella, mugwort or aloe.

The ordinary can increase you skin barrier strength but nothing you can do much to treat PIE so you just need to make sure that you treat your skin well... And for PIH I used adapalene gel, TO alpha arbutin and hadalabo shirojyun premium essence
