It depends on your skin and on the formula for micellar water.
For Garnier, I definitely rinse out
For Bioderma or Simple, I leave in.
This is due to the surfactants in Garnier is something you can find in rinse off cleansers
While Bioderma and Simple surfactants are the type found in products where they emulsify it and allow it to stay on the skin
That’s partly why Bioderma is usually more expensive than Garnier in many places.
In the end it’s your choice. But it good to point out the lore that they formulate micellar cleansing water is because of the hard water that causes their skin to breakout so they needed something else to wash their skin and makeup off.

Yes, Bioderma even had a campaign lately in Poland where they promoted their micellar water as a product that doesn't need removing with water, but still it's stronger than me - I had to use water after since my skin feels bit sticky

Yesss i always rinse it off because to me micellar water is just like cleanser. And it probably doesn’t remove 100% of makeup and might leave some makeup particles behind so I like to be safe and follow up with a foam/gel cleanser too.

I use micellar water as first cleanser, so I will rinse it when doing my second cleanser

I also learned this hard way but it does make a big difference specially to improve texture on my skin
